Russian Federation banned from 2018 Winter Olympics in South Korea

The IOC is set to decide later on the level of Russia's participation in the 2018 Pyeongchang Winter Olympics as calls to ban the country over suspected state-sponsored doping grow louder.

To suspend the Russian Olympic Committee (ROC) with immediate effect.

The IAAF Council unanimously votes to extend the ban on the Russian athletics federation, but offers an Olympic lifeline to athletes training outside the Russian system to compete in Rio as neutrals.

They will compete with a uniform carrying that name, while the Olympic anthem - and not the Russian one - will be played at any medal ceremony.

International Olympic Committee commission chairman Samuel Schmid says the doping program "was under the authority of the Russian sports ministry".

In a press release the IOC added that the Russian Olympic Committee must "reimburse the costs incurred by the IOC on the investigations and to contribute to the establishment of the Independent Testing Authority (ITA) for the total sum of Dollars 15 million, to build the capacity and integrity of the global anti-doping system".

Russia will be barred from the 2018 Olympics, no Russian officials will be allowed at the games, the Russian flag will not be present, and Russia will not be awarded any medals.

The answer, in simple terms, is that it's a strident punishment in response to investigations into the Russian Olympic program's use of performance-enhancing drugs over the past several years.

"An Olympic boycott has never achieved anything", IOC President Thomas Bach said at a news conference. Sochi 2014 President Dmitry Chernyshenko has been removed from the 2022 IOC Coordination Commission.

The IOC also will bar Russian officials who were team leaders at Sochi, and coaches or medial staff who have been linked to doping athletes.

Russian President Vladimir Putin has previously said it would be humiliating for his country to compete without national symbols. "There were no flawless options, but this decision will clearly make it less likely that this ever happens again".

In his affidavit, Rodchenkov said: "I know I have disappointed many friends and colleagues with my duplicity while serving as director of the Moscow lab".
