Then, in November 2009, Rubashkin was convicted of 86 counts of financial fraud, including bank fraud, mail and wire fraud and money laundering, and in June 2010 was sentenced to 27 years in a Federal Correctional Institution in Mount Hope, New York.

A massive federal immigration raid in 2008 at the Agriprocessors meatpacking plant in Postville, Iowa, led to the arrest of almost 400 undocumented Guatemalans and Mexican workers.

The statement described the commutation as an "an action encouraged by bipartisan leaders from across the political spectrum, from Nancy Pelosi to Orrin Hatch", referring to the Democratic leader in the U.S. House of Representatives and the Republican senator from Utah, respectively.

He has now served more than 8 years of that sentence, "which many have called excessive in light of its disparity with sentences imposed for similar crimes", the White House said.

The White House said Trump's decision would not vacate Rubashkin's conviction and "leaves in place a term of supervised release and a substantial restitution obligation".

"This action is not a Presidential pardon", the statement read.

This is the first time Trump has used the executive power to commute a federal prisoner's sentence, although earlier this year he pardoned Joe Arpaio, the controversial former sheriff of Maricopa County, Ariz.

He also revealed the Bank's plans are based on agreement being struck on a transition period by the end of the March next year. But the precise terms of the transition phase are the subject of the next set of negotiations.

The Daily News reported Rubashkin was first arrested in 2008, after the Department of Justice and Immigration and Customs enforcement raided the Iowa plant and arrested nearly 400 undocumented immigrants. The plant was eventually purchased by Canadian billionaire Hershey Friedman and is now currently known as Agri Star Meat and Poultry.

While there may be concern about leniency being granted in a case where a company profited from the labor of illegal immigrants, Trump found an unlikely ally in Harvard law professor Alan Dershowitz.

Last year, more than 100 former judges, attorneys general and prominent politicians signed a letter supporting Rubashkin, who was running the country's largest slaughterhouse at the time of his arrest.

The Obama administration rebuffed arguments in favor of Rubashkin, and in January, Chief U.S. District Court Judge Linda Reade rejected Rubashkin's request for a shorter sentence and criticized his legal representation for embellishing its claims of government wrongdoing.

Rubashkin's attorneys past year accused prosecutors of improperly interfering with the sale of Agriprocessors and depressing its sale price by millions.

The Coalition for Jewish Values, a rabbinic public policy organization in the US, said they too welcomed the news.
