Budget in progress: Senators talk 2-year deal

The government will run out of money after midnight on Thursday night if both chambers do not approve a spending bill.

We don't know exactly what might be in this agreement - Senate Majority Leader Mitch McConnell and Senate Minority Leader Chuck Schumer won't go into the details because it's not finalized - but you can expect more spending on priorities for both parties. "No one would suggest it is ideal, but we worked together to find common ground".

One likely scenario after its passage in the House would be for the Senate to take up the House's cromnibus, strip Ryan's consensus-winning defense provisions, and then send the pared-down measure back to the House for approval.

"It's the only way we can get to 218 votes when the Democrats won't give any votes" on the continuing resolutions, said Michigan Republican Rep. Rep Bill Huizenga.

Senate Minority Leader Charles Schumer, D-N.Y., similarly dismissed Trump's threat.

"After months of fiscal brinkmanship, this budget deal is the first real sprout of bipartisanship".

Speaking at a meeting of law enforcement officials, Trump said, "if we don't get rid of [certain immigration enforcement] loopholes ... if we don't change it, let's have a shutdown".

This spending bill will not address the DACA aliens, as Republicans and Democrats have agreed to address immigration reform in separate legislation. However, President Trump rejected this plan, confirming that a government shutdown would take place.

On Jan. 19, senators had the simple task of passing a short-term funding bill that would have kept the federal government running; the House had already passed it with a comfortable majority of 230 - 197.
