In a commentary Tuesday, the official China Daily newspaper mentioned the proposal to strip out language in the constitution limiting the president and vice president to two five-year terms, saying it was "necessitated by the need to flawless the party and the state's leadership system". No doubt the proposal will be accepted by the NPC.

"It's more likely that a leader firmly in control will do the hard things that need to be done", said David Dollar, a former U.S. Treasury and World Bank official in Beijing who follows China at the Brookings Institution. Having already amassed a series of titles that gave him and his allies control over all key levers of decision-making, the head of state won from delegates a commitment to enshrine "Xi Jinping Thought" in the constitution - a name-check that elevated him to the exalted status of a transformational leader in the mould of Mao or Deng Xiaoping.

The Chinese delegation also donated 600 copies of the second volume of Xi's book "Xi Jinping: The Governance of China" to the PDP-Laban party.

President Xi's power gets reflected in the revised party constitution by including the leader's mantra on strengthening the party's absolute control on the military and administration by establishing a supervisory commission. The abrupt change clears the way for Xi to stay in power indefinitely.

Professor and political commentator Hu Xingdou said he doubted that Xi wants to be president-for-life, but there were concerns that China could "slide into a kind of fascism or personal dictatorship which will cause very serious consequences". It previously reported to both the CMC and the State Council's Ministry of Public Security.

It was under this system that Xi entered the Politburo Standing Committee in 2007 under party chief Hu Jintao.

There was no fanfare surrounding the news here: indeed, it was buried within an article about much less portentous constitutional arrangements on page two of Monday's print edition of party mouthpiece, the People's Daily. The paper named Xi lingxiu for the first time in January under the pen name "Xuan Yan", meaning "declaration". It appears that the decision is based on a sort of consensus at least among the top leadership - and that Xi has managed to override any objections which might have been raised and thus it points to a qualitative strengthening of President Xi's power. The establishment of a national oversight panel, to be tasked with supervising the government, will be incorporated in the Constitution. The term limit change is still subject to a vote by China's National People's Congress next month, but its passage is widely considered a foregone conclusion. Xi's ability to go after those who resist or delay implementing his reform initiatives - or his political enemies - is set to be enhanced.

The term limit came about to ensure China's leaders didn't return to the days of Chairman Mao Zedong, the communist revolutionary who heavily centralized power.

In the lead-up to the 19th Party Congress in 2017, there was intense speculation over whether Xi would continue to lead the party beyond two terms and if there was time for action to be enacted on plans he laid.

Sunday's announcement has sparked nervousness, even though the presidential role is less important than that of general secretary of the party, because it unstitches the last of these conventions. Article 84 stipulates that if the presidency is vacant, the vice president will succeed to the office of the president. President Xi had articulated many number of times the roadmap to consolidate the centrality of China's economic success for the prosperity of Chinses citizens but in realising his dreams, China's resurgence runs into contested claims and competing interests in search of resources.
