"This was not an EDP (emotionally disturbed person) call. this was a call of a man pointing what 911 callers felt was a gun at people on the street", NYPD Chief Terence Monahan told NBC.

Vassell's death came weeks after cops killed an unarmed black California man, whom they mistook as carrying a gun when responding to alleged reports of vandalism, shooting him to death in his backyard. Vassell is seen on the video excerpts jabbing numerous pedestrians with a short metal tube.

Two days after the his death, the NYPD released the transcript as well as a compilation of footage from surveillance cameras tracking Mr. Vassell's movement before officers fired the combined 10 shots at the bipolar man.

"They need to lose their jobs and they need to be put in jail - the same as if someone kills a cop", Ramel Johnson, 38, told The Guardian.

New York City Mayor Bill de Blasio acknowledged that Vassell had a "profound mental health problem", but said he imagined what could have played out if Vassell actually had a gun. According to the released transcripts, one caller to 911 reported that Vassell "looks like he's insane but he's pointing something at people that looks like a gun".

Stephon Clark, 22, was shot by officers responding to a report of someone breaking vehicle windows.

Even cases that cannot be prosecuted - for lack of evidence or because they occurred before a statute of limitations kicked in - are useful because they can yield information that helps other cases, police said.
