China says trade deals are off if US raises tariffs

But China said any agreements with Washington in their talks on settling a sprawling trade dispute "will not take effect" if threatened US sanctions including tariff increases go ahead.

Ross, who was preceded by more than 50 USA officials in Beijing, met Chinese Vice Premier Liu He for dinner on Saturday night and the two were due to meet again on Sunday, a US official said.

Last week, however, the US announced that it meant to apply tariffs on $50 billion of Chinese technology goods and impose restrictions on Chinese investments in the USA shortly after June 15 unless trade talks reached a major breakthrough.

US Commerce Secretary Wilbur Ross leaves a hotel ahead of trade talks with Chinese officials in Beijing, China, June 2, 2018.

The White House threw the status of the meeting into doubt on Tuesday by renewing a threat to hike tariffs on $50 billion of Chinese high-tech goods in response to American complaints Beijing steals or pressures foreign companies to hand over technology.

Following Chinese Vice Premier He Liu's talks with Ross, China referred instead to a consensus reached last month in Washington, when China agreed to increase significantly its purchases of USA goods and services.

Chinese state media have glossed over why the United States sales ban was imposed: ZTE's ties to North Korea and Iran.

In 2017, President Donald Trump showed relative restraint and improved relations with his counterpart Xi Jinping.

It is likely that China and the United States will find a way to work through their differences to avoid a broader trade war.

Since November, China has announced plans to end limits on foreign ownership in its insurance and auto industries and to reduce import tariffs on autos and a range of consumer goods.

China and the U.S. left the thorniest issues untouched during their latest round of trade talks with the White House's internal divisions hampering the chances of reaching a deal, business insiders and observers have said. Previously, the Chinese government had agreed to increase its purchases of USA agriculture and energy products in a bid to decrease the trade deficit.

The U.S. delegation didn't comment after the talks but Ross earler said that the "meetings so far have been friendly and frank, and covered some useful topics about specific export items".

Ross was accompanied by agriculture, Treasury and trade officials for the meeting at the Diaoyutai State Guesthouse.

Gao slammed the proposal, saying USA measures to implement investment restrictions and export controls against China "do not conform with the basic principles and spirits of the WTO (World Trade Organization)".

But the USA undermined the alliance on Thursday by slapping key allies and trading partners - Canada, Mexico and the European Union - with tariffs of 25 percent on steel and 10 percent on aluminum.

China too threatened a tit-for-tat retaliation but blinked in the end with a categorical undertaking to import more goods from the USA, sparking off concerns over the likely trade war between the two countries for its potential to create a cascading effect on the global trade order.

"The idea that our soldiers who have fought and died together in the mountains of Afghanistan and stood shoulder to shoulder, somehow this is insulting to them", he said in an interview with NBC's "Meet the Press".

In recent weeks, there has been a series of edicts, then reversals, followed by reversals of reversals from the Trump administration regarding its stance on China and whether it will impose punitive tariffs on Chinese goods.

Bruno Le Maire, France's finance and financial system minister, additionally known as the USA tariffs unjustified.

Trump pointed to progress under his watch during a Monday conference call with grassroots activists surrounding the 500th day of his administration.

China's exports have mushroomed since joining the World Trade Organisation in 2001, making it the world's second-largest economy.

The two countries have threatened tit-for-tat tariffs on goods worth up to $150bn each.

Those hard issues include what the US complains is rampant theft of intellectual property, as well as Beijing's support for cutting-edge technologies under its Made in China 2025 policy. In addition, the first approach has already raised concerns amongst USA allies, partners, and competitors that increased USA exports to China will come at the expense of their own exports to China.
