Proposal to split California into three states makes November ballot

Democratic Congressman Jim Costa believes there is no way a California split would win approval of the state legislature, other states, or Congress.

It would split the Golden State into three states; California, Northern California, and Southern California. On Tuesday, elections officials said a sample of the signatures projects more than 402,468 of them are valid - more than enough to be included on a November ballot that could see as many as 16 propositions by the deadline for certification later this month.

The initiative is spearheaded by billionaire venture capitalist and bitcoin enthusiast Tim Draper.

California would break into three states - Northern California, California and Southern California.

The LAO says the proposal would likely face legal challenges if approved by voters.

Certification that the initiative has qualified for the ballot will come on June 28.

Californians have long debated whether they were better as a whole or in parts. The new states would then make their own decisions about taxes and spending. And one of those states, based on past election results, could be won by a Republican.

It was that issue - economic sustainability - that helped fell two of Draper's previous efforts in 2012 and 2014, to create six California states. California will consist of Los Angeles County and a number of counties in the Central Coast region, including Monterey and San Luis Obispo Counties.

The two biggest problems with three Californias are practical, not theoretical. Northern California would comprise the upper part of the state, including Silicon Valley and San Francisco; Southern California would include a vast swath of the inland's verdant farmland, stretching to San Diego; a third state, simply called California, would hug the coastline from Santa Cruz to Los Angeles.

The idea of adding new Senators was strong enough to derail efforts to add Alaska and Hawaii as states for years.
